Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the grim essence of the current period. By day, diplomatic battles are waged: positive announcements are issued from various governments. Considerable effort is allocated on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting projectile deployments from enemy soil, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats flew past – advanced fighter aircraft provided to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, most likely provided by partner states. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, preventing destruction from catastrophe and another blackout.
Continuous Dangers
Following this, a automatic firearm fired at a drone somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its objective.
Periodically, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are demonstrably unable to replace in the near term.
Unsuccessful Negotiations
The detailed framework from Washington generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new proposal from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, persist.
Strategic Calculations
It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. Washington operates on a assumption well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is impossible to compel Moscow to relinquish the areas that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does minimal to discourage Russia, through words or deeds, from believing that the current condition will not evolve additionally in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a complete military breakdown until circumstances change in its advantage.
Present Conditions
Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: personal goals to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their objective will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.
While new plans based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
